Challenge

When the Texas STAAR Redesign Initiative was announced, Region 10 recognized a pivotal moment of change. The move to online testing with technology-enhanced items (TEIs) demanded rapid modernization.

The stakes were high. TEKSbank contained more than 65,000 items, most written for traditional paper format, and teachers were asking for quicker, formative access to this content within their daily workflows. Region 10 saw an opportunity not just to adapt but to reimagine how teachers accessed, created, and used assessments every day.

It was clear: success meant tackling modernization, integration, and ready-to-use solutions all at once.

Region 10 Education Service Center (ESC) has long been one of Texas’s most trusted partners in supporting schools and districts. At the heart of its work is TEKSbank, one of the nation’s most comprehensive assessment item banks, licensed for more than 3 million students statewide. For years, TEKSbank has been a go-to resource for teachers and administrators striving to deliver high-quality, standards-based formative and summative assessments.

To meet this challenge, Region 10 partnered with Campfire Learning, whose collaborative platform provided the infrastructure to modernize TEKSbank and extend its impact across Texas.

The first step was transformation at scale. Using Campfire Studio, Region 10 mobilized more than 100 authors from across the state to create over 20,000 new TEIs. This work brought TEKSbank into full alignment with STAAR online requirements and introduced students to a richer, more engaging testing experience.

Region 10 then turned its focus to teachers. With Campfire’s infrastructure, the team launched TEKSbank Classroom, making it possible for educators to build and deliver quick, formative assessments directly inside platforms like Google Classroom, Canvas, and Schoology. For teachers, this eliminated the need to toggle between systems or re-enter data. Assessments became a seamless part of daily instruction. Teachers could now identify learning gaps quickly and gain actionable insights without ever leaving their LMS.

Finally, by leveraging the Campfire ecosystem, Region 10 was able to create another offering to expand its support for Texas teachers.  Region 10 introduced TEKSready, a series of pre-built beginning-of-year (BOY) and end-of-year (EOY) assessments. Created in Campfire Studio and integrated with partner assessment systems, TEKSready reduced preparation time while delivering consistent, TEKS-aligned growth measures. For administrators, these assessments provided reliable data to support Teacher Incentive Allotment (TIA) programs. For teachers, they offered rigorous, ready-to-use solutions. And for students, they ensured a consistent, high-quality assessment experience throughout the year.

As one who now manages the test bank, Campfire has helped me retain great content authors. True story: when I called to rehire a contractor, she said the work was just too tedious in the system we were using. I asked her to try our new system, Campfire Studio, and she called me in less than an hour and signed her contract. Campfire Studio is author-, teacher-, and user-friendly. Impact

The results have been transformative. Region 10 authored more than 20,000 TEIs, scaled collaboration across 100+ contributors, and delivered TEKSbank content seamlessly to 3 million+ Texas K–12 students. Teachers gained back time and confidence, administrators had reliable data for decision-making, and Region 10 generated $2.5 million in annual sustainable revenue — funds reinvested into initiatives that support districts without comparable revenue streams.
